From a Rwandan family, Elvis was born and raised in Burundi. His family returned to Rwanda after the 1994 genocide. Elvis completed his university education in Tanzania and has worked in Rwanda since that time. He has worked as a translator (English, French, Kinyarwanda) and as a project administrator in several non-profit organizations. His most recent positions have been with a Fulbright researcher, and with Hunt Alternatives Fund. He is currently the Associate Director of Project Healthy Children in Kigali, Rwanda.

Elvis founded and hosted a charitable call-in radio show to raise money for medical care for children. He is very active in his local church, in addition to volunteering with Every Child.

Every Child is an all-volunteer organization. There are no staff salaries, so donations go directly to helping children in Burundi and Rwanda.
